Half-Elf stat: +2 charisma, +1 two others, means other than charisma?

@TheNamesNewandaHalfElf stat:+2Chsm,+1 two others. Means other than Chsm? Or each other? Human Var specifies two diff? Can +1’s be on same stat? other than charisma, +1's cannot be same state IIRC
