Nope. Feat prerequisites need working since I can make a Human variant and it gives me the option of taking Svirfneblin magic as a feat.Feat prerequisites are treated as "soft" at the moment. DMs can override those for their own games, so we can't hard enforce a lock on them.

it looks like homebrew is limited to spells, monsters, and items. no classes, class paths, or races?Spells, Magic items, and Monsters are available at the moment. Additional game elements will be incorporated over time.
