Native fiends in Lower Planes

@eightspancrowre:fiends.MM says fiends are native to Lower Planes.Does native mean indigenous or just born in?Is an elf born in Hades a fiend? native = composed of the stuff of that plane, so no on the elf unless DM wants it to be otherwise
